Until recently, the Department of Internal Affairs of the Golyanovo district was located in a small building among residential buildings of 5-17 storeys in the Eastern Administrative District of Moscow. The territory of the department is limited in the north by Baikalskaya Street, in the west by the intra-block passage and the existing 17-story residential building, in the east by the territory of the demolished building of the Ural cinema, and in the south the border runs along the intra-block green area. Due to the expansion of functions and an increase in staff, it was decided to reconstruct the old building and add a new, 5-story building to it. But based on the results of a survey of the condition of load-bearing and enclosing structures, as well as the wear and tear of engineering equipment, it was determined that reconstruction was not advisable, since it would require a large amount of expensive work to strengthen the structures. The old building was demolished and a new one was designed in its place, including the restoration of the demolished volume and the construction of a new one next to it. As a result, according to the project developed by JSC MAKhPI named after Academician Polyansky, the building of the Department of Internal Affairs of the Golyanovo microdistrict consists of two parts: a lower, two-story one (reconstructed volume) and an increased one, 5 floors high, adjacent to the border of the site (extension). This arrangement provides regulatory insolation for a 17-story residential building. In addition, the project provides for the construction of a separate checkpoint block at the entrance/entrance to the territory from Baikalskaya Street.
To accommodate ATS services and departments in the building, the principle of floor-by-floor arrangement of departments and groups of premises functionally interconnected was used.
The appearance and volumetric-spatial solution of the complex is quite laconic and functional. The building is designed in the style of constructivism, creatively redesigned taking into account modern requirements and trends. Two parallelepipeds are located along a residential building with a slight shift relative to each other and are connected at the ends using a small jumper. The decoration of the facades uses suspended structures finished with porcelain stoneware slabs in three shades: blue (ground floor), light blue and white, which is intended to evoke an association with the colors traditional for the Moscow police.
The solidity of the volume of the complex is compensated by the use of light, openwork elements: pergola structures on the exploited roof of both buildings (intended for recreation and psychological relief of police officers), open balconies with thin, metal fencing at the corner of the extension facing Baikalskaya Street, as well as the introduction of additional protruding elements : canopies over entrances and cornices. The communications hub is accentuated on the facade with a semicircular bay window with floor-high stained glass windows illuminating the main staircase of the extension.
