The complex consists of two blocks 3 and 4 floors high with public, administrative and residential premises, united by underground parking. Between these buildings there is an entrance lobby with a media library and a press conference room. Above it there is a cinema and concert hall for 250 people, occupying the 2nd and 3rd floors. On top there is a green, usable roof with the possibility of holding various public events on it. There is also an outdoor swimming pool on the roof.
The complex also includes an Orthodox church. The temple is located above the refectory and occupies the 2nd and 3rd floors along with other premises of the Russian Orthodox Church. The Temple ends with a dome-rotunda.
